The Mavericks must sign Dwight Howard first before they can execute a trade for Rondo. Per @SkinWade on Twitter:

By my sketchy math, roster of Dirk, Rondo + 10 cap holds not enough to offer D12 max, so any Rondo/Mavs trade wouldn't happen till D12 signs.
