1. “Selling to the Poor”: New Article to be Published in Foreign Policy Magazine


A new article by Digital Dividends’ Director, Allen Hammond, and Harvey C. Fruehauf Professor of Business Administration at the University of Michigan Business School, C.K. Prahalad, entitled "Selling to the Poor," will be published as a lead essay in the upcoming issue of Foreign Policy magazine. The May/June issue will be available at newsstands on April 20 and the next volume of the Digest will feature a link to the online edition.




2. New in the
Digital Dividend Clearinghouse: Tianjin Women's Business Incubator, Metropolitan Web, ComICT Centre

Ten new projects have been entered since the last Digest. Among the highlights:

Tianjin Women's Business Incubator
The Tianjin Women's Business Incubator (TWBI) assists female entrepreneurs in a variety of fields in Tianjin, China. Its ICT strategy involves the development of hardware and software to better serve clients while improving staff efficiency. In addition to internal ICT strategies, TWBI has a Web site with moderated chat rooms and forums as well as e-commerce storefronts for local small- and medium-sized enterprises.

Metropolitan Web
The Metropolitan Web is an innovative concept that hopes to enable the circumvention of traditional telecom infrastructures and, as a result, bring connectivity and IT services to the broadest possible market. It harnesses the power of 802.16 and 802.20 wireless and Voice over IP (VoIP) technologies to provide typical telecom services (high speed Internet, mobile telephony, e-commerce, and e-learning) for a fraction of today's prices.

ComICT Centre
The ComICT Centre is being established by the Cameroonian NGO Helps International (HINT). It will serve the Buea Rural Community, providing ICT training at no cost to those between the ages of 10 and 30. Students from the computer science department of the University of Buea will serve as instructors for the training programs.





3. Special Opportunities: New Media Awards, Open Access Publishing Grants

New Media Awards: The New Statesman Magazine, in conjunction with Atos Origin, a major provider of IT and business services to the UK government, announces the New Media Awards 2004. This year's awards focus on the themes of innovation, efficiency, and modernization. Two types of awards are available. One, an essay prize, will be awarded to the best essay of no more than 1,500 words on the theme of: “How new media communications improve local community life.” The second type of award encompasses a variety of categories, including civic renewal, modernizing government, elected representative, best secondary school ICT project, best primary school ICT project, community and information, and innovation. The essay prize has a May 1 submission deadline; nominations for the other awards close May 31. Award winners will be announced at a gala event in London and will be featured in a special section of New Statesman.

Open Access Publishing Grants: The Open Society Institute and the Public Library of Science (PLoS) recently established a grants program to support open access publishing in developing and transition countries. The grants will enable scientists based in 50 least-developed countries to submit articles to the premiere peer-reviewed research journals published by PLoS. The journals are available free of charge online, but are largely subsidized by fees paid by authors for publication of their article submissions, which are out of reach for many developing country scientists. Grant recipients will qualify for publication-charge waivers and other related benefits. Eligible entries must be engaged in biological and/or medical sciences research. Funding decisions are made quarterly, with upcoming application deadlines of April 15, June 15, September 15, and December 15.
